Cirl Buntings are resident throughout the country. I have seen several Field Guides that mark it as only a winter visitor in the Algarve, but this is quite simply untrue as I see them every year down there. In Spring the males are unmistakeable with their black and yellow striped head, but in winter both they and the females can cause difficulties in the dulller plumage, especially in weak light.
They prefer wooded, hilly terrain with scattered clearings and are drawn to spilled grain near stables and cow byres etc.
